Builder 3rd Class Patrick McDowell, assigned to Naval Mobile Construction Battalion (NMCB) 4, mounts NMCB 4's Battalion Equipment Evaluation Program (BEEP) decal to the headquarters building after the Relief-in-Place Transfer-of-Authority (RIPTOA) ceremony from NMCB 3 to NMCB 4, signifying NMCB 4 taking responsibility for the deployment on Camp Shields, Okinawa, Japan, July 08, 2025. NMCB 3 was relieved of Naval Construction Force Operations in the Indo-Pacific by NMCB 4. RIPTOA is the official conclusion of NMCB 4’s deployment in the Indo-Pacific.
