During his speech, Friendly highlighted Capt. Marion Gregg’s accomplishments as the commander of the Navy and Marine Corps Force Health Protection Command and director of Defense Centers for Public Health Portsmouth (DCPH-P). A change of command is a time-honored military tradition that signifies the formal transfer of authority, responsibility, and accountability from one leader to another.
