PACIFIC PALISADES, Calif. — Col. Jeffrey S. Palazzini, commander of the U.S. Army Corps of Engineers Emergency Field Office – Palisades Fire, administers the oath of office to 1st Lt. Spencer J. Myers during a promotion ceremony in Pacific Palisades, May 1, 2025. Myers’ parents pinned on his new rank of captain, joined by fellow members of the Emergency Field Office in recognizing his leadership and dedication to the wildfire debris removal mission, the U.S. Army Corps of Engineers, and the U.S. Army.
