U.S. Air Force Master Sgt. Mary Kiser, the D.C National Guard State Partnership Program’s Operations Noncommissioned Officer-in-Charge, is awarded the Meritorious Service Medal by Brig. Gen. Leland D. Blanchard II, the Adjudant General (TAG), for engagements, exercises and exchanges with the Burkina Faso Armed Forces and the Jamaica Defence Force, at the D.C. Armory, on April 17, 2025. Through SPP, the D.C. National Guard conducts military-to-military engagements in support of defense security goals. During her tenure, Master Sgt. Kiser served as a key leader in the planning and execution of the JDF's 25th SPP anniversary, and a recent Burkina Faso Armed Forces Emergency Operations Subject Matter Expert Exchange (SMEE) which supported principals of interoperability and cooperation with key District partners.
