The District of Columbia National Guard State Partnership Program (SPP) hosts a tour of the D.C. Homeland Security and Emergency Management Agency (HSEMA) for members of the Jamaican Defence Force (JDF), in Washington, D.C., on April 17, 2025. As part of an Emergency Operations Mass Casualty Subject Matter Expert Exchange (SMEE), April 15 – 17, the visit provided JDF partners with the fundamentals of operation centers, overseeing mass casualty events, and Level 1 activations.
