    Sgt. 1st Class Shelia Florence speaks to reporters after a groundbreaking ceremony for a new Army Reserve center in Bay County, Fla., near Panama City, March 16. The new facility will include a 17,769 square feet training building, a 4,627 square feet maintenance building and a 458 square feet storage building on 10.3 acres of land at a cost just over $6 million. Florence is one of more than 100 soldiers who will occupy the new facility when it opens in early 2014.
