    Military and civil officials toss the first shovels of dirt during a groundbreaking ceremony for a new Army Reserve center, near Panama City in Bay County, Fla., March 16, 2013. The new facility will include a 17,769 square feet training building, a 4,627 square feet maintenance building and a 458 square feet storage building on 103 acres of land.
