U.S. Army Maj. Philip Castaneda, Defense POW/MIA Accounting Agency (DPAA) medical outreach doctor, places a pulse oximetry on a Lao citizen to measure heart rate and oxygen level during a medical outreach event on a recovery mission in Lao People’s Democratic Republic, Sept. 2, 2023. Several U.S. military personnel took a break from conducting a recovery mission in search of a missing U.S. service member to provide medical support to Lao citizens. Since 1985, the United States and Lao governments have worked closely together to find and recover unaccounted-for American service members.
