Robert McDowell, commanding officer of the Los Angeles-class fast-attack submarine USS Jefferson City (SSN 759) during the ship’s change of command ceremony June 1 at Naval Base Guam. Cmdr. Alexander Franz relieved McDowell as Jefferson City’s commanding officer. Jefferson City is one of multiple submarines assigned to SUBRON 15 and is capable of supporting various missions including anti-submarine warfare, anti-ship warfare, strike warfare, intelligence, surveillance and reconnaissance.
