Dr. Randall Owens, with U.S. Army Central’s Security Cooperation Division, speaks about his doctoral dissertation on Randall v. Sumter School District January 9, 2023, which declared racially segregated schools unconstitutional. His dissertation covered four other federal cases that took place in military communities in other states with segregated schools.
