U.S. Army Lt. Col. Leroy L. Cisneros of the California Army National Guard, commander of the Community Vaccination Center in Oakland, California, oversees operations of both Army and Air Guardsmen who worked with civilian healthcare workers to vaccinate more than 500,000 San Francisco Bay Area residents after the temporary facility opened February 2021.
