Two military personnel — one in U.S. Army OCP (Operational Camouflage Pattern) uniform and one in U.S. Navy NWU Type III uniform — are conversing at an active construction site. Both are wearing face masks and tan hard hats, indicating COVID-era safety protocols. A concrete mixer truck branded 'CP Portland' and civilian construction workers are visible in the background.
