Col. James G. Flynn meets with Atsushi Sakima, the mayor of Ginowan City, to sign a mutual agreement Aug. 23 allowing emergency vehicles from the city to pass through Marine Corps Air Station Futenma. This access facilitates a faster response to emergencies. Flynn is the commanding officer of MCAS Futenma.
