The Buffalo District maintains the breakwater and pier system in Cleveland Harbor with federal funding, including East and West Arrowheads, East Breakwater, West Breakwater, East Pierhead, West Pierhead, West Pier, and Buffalo District Ohio Area Office Finger Pier. These structures protect the harbor shoreline and its docks and businesses along the lakefront, and aids in navigation.
