Capt. David Barrows assumes his duties as Expeditionary Medical Facility (EMF) - M commanding officer as he salutes Capt. Matthew Case, Naval Hospital Jacksonville’s commander and Navy Medicine Readiness & Training Command Jacksonville’s commanding officer, during an EMF-M change of charge ceremony on June 25.
