    Quartermaster 1st Class Jessie Jowers, from Waukegan, Illinois, gives a speech after his honorable discharge during his reenlistment ceremony at the U.S. Naval War College (NWC), March 20. Jowers reenlisted for an additional four years. Rear Adm. Shoshana S. Chatfield, president of NWC, attended via FaceTime, and Jowers’ friends and colleagues attended in support of his dedication to the U.S. Navy and practiced social distancing due to the COVID-19 virus.
