MADISON, Wis. (Dec. 20, 2019) - University of Wisconsin-Madison Naval Reserve Officers Training Corps (NROTC) U.S. Marine Corps 2nd Lt. John Tilstra signs paperwork to conclude a commissioning ceremony held in the Senate Chamber of the Wisconsin State Capitol. NROTC is overseen by Commander, Naval Service Training Command, Rear Adm. Jamie Sands, and his staff and was established to develop midshipmen mentally, morally, and physically so as to assume the highest responsibilities of command, citizenship, and government.
