MADISON, Wis. (Dec. 20, 2019) - Dean Hekel, a chaplain and retired U.S. Navy commander, delivers an invocation during a commissioning ceremony for five University of Wisconsin-Madison Reserve Officers Training Corps (NROTC) midshipmen in the Senate Chamber of the Wisconsin State Capitol. NROTC is overseen by Commander, Naval Service Training Command, Rear Adm. Jamie Sands, and his staff and was established to develop midshipmen mentally, morally, and physically so as to assume the highest responsibilities of command, citizenship, and government.
