Christopher Carroll, right, commanding officer of the Arleigh Burke-class guided-missile destroyer USS Carney (DDG 64), from Albuquerque, New Mexico, oversees a mooring to a buoy evolution form the starboard bridge wing during a certification as part of the U.K.-led Flag Officer Sea Training (FOST), Dec. 2, 2019. FOST’s training is designed to prepare all types of navy vessels and auxiliaries for peacetime, peace-support, and war-fighting operations.
