Indiana National Guard Lt. Col. Francis S. Johnson, the 38th Infantry Division resource management officer, receives his new rank from Maj. Gen. Gordon L. Ellis, the division commanding general, during a promotion ceremony at Camp Arifjan, Kuwait, Aug. 29, 2019. Johnson, an Alexandria resident from Indianapolis, has served 20 years in the military and 17 in the Indiana National Guard, and he currently serves Task Force Spartan in the Middle East. More than 600 soldiers with the 38th Infantry Division, also known as the Cyclone Division, are on a 10-month long deployment in Kuwait to provide leadership, command, control and in-depth staff analysis for Operation Spartan Shield.
