Dave Welch receives honors as the official party departs Naval Surface and Mine Warfighting Development Center’s (SMWDC) change of command ceremony at U.S. 3rd Fleet Headquarters Compound onboard Naval Base Point Loma. During the ceremony, Rear Adm. Scott Robertson relieved Welch, becoming SMWDC’s fourth. SMWDC is the Navy’s surface warfare community’s Warfighting Development Center and its mission is to increase the lethality and tactical proficiency of the surface force across all domains.
