The central officer is rendering a salute toward the officer on the right, while the officer on the left stands at attention. The outdoor setting features a coastal backdrop with overcast skies and green vegetation.

190531-N-ZS026-1472 SAN DIEGO (May 31, 2019) Rear Adm. Scott Robertson, commander, Naval Surface and Mine Warfighting Development Center (SMWDC), right, salutes Vice Adm. Richard Brown, commander, Naval Surface Force, U.S. Pacific Fleet (CNSP), as he assumes command of SMWDC. Robertson relieved Rear Adm. Dave Welch during SMWDC's change of command ceremony at U.S. 3rd Fleet Headquarters Compound onboard Naval Base Point Loma, becoming SMWDC’s fourth commander. SMWDC is the Navy’s surface warfare community’s Warfighting Development Center and its mission is to increase the lethality and tactical proficiency of the surface force across all domains.
