LAGOS, Nigeria – Ranking officers of the Nigerian Navy join U.S. military forces in listening to remarks by Rear Admiral Obed Habila Ngalabak, Flag Officer Commanding, Western Naval Command, during the opening ceremony of Obangame Express 2019 at the Admiralty Conference Center on March 14, 2019. Nigeria is hosting this year’s annual maritime security exercise with the purpose of testing maritime forces in a broad range of naval operations to increase capabilities and capacity of the for nations in the Gulf of Guinea.
