A black inflatable rigid hull inflatable boat (RHIB) is stationary on open choppy water carrying approximately five individuals, several of whom are wearing scuba diving gear and military-style clothing. The personnel appear to be preparing for or returning from a dive operation. The setting suggests a military or law enforcement maritime training or operational exercise.

190322-N-MU198-0203 ATLANTIC OCEAN (March 23, 2019) Sailors assigned to Explosive Ordnance Disposal Mobile Unit (EODMU) 2 prepare to dive from a combat rubber raiding craft from the Royal Fleet Auxiliary landing ship dock Mounts Bay during a mine countermeasures (MCM) task group experiment. This experiment, held aboard Mounts Bay, refines and advances the Navy EOD community's ability to command and control an MCM task group. The Navy EOD community achieves this by embarking vessels of opportunity to direct surface, air and expeditionary MCM forces, including the Navy's Expeditionary MCM (ExMCM) units.
