John Conwell, a retired Army helicopter pilot, tends to several dogs Jan. 20, 2012, at the Howl a Day Inn, a boarding, daycare and training facility located in west El Paso. Conwell retired in April 2011 after more than 23 years of active service. He is an advocate for No Kill El Paso, a program that encourages area animals facilities to adopt a policy where they would not kill the dogs they maintain even if new homes are not found for them.
