The former federal prison U.S. Penitentiary Alcatraz sits atop Alcatraz Island, as seen from the water as a joint hazard assessment team from the California National Guard's 9th Civil Support Team, approaches in a fire boat during a night exercise, Jan. 28, 2019, near San Francisco, on the first day of the Bay Exercise.
