Jonathan Lopez, civil affairs specialist, 457th Civil Affairs Battalion, works with a roleplayer to address concerns in the local community during Joint Cooperation 18, Nov. 9-16, in Nienburg, Germany. Joint Cooperation is NATO’s largest civil-military exercise in Europe. The exercise places military, civilian, and non-governmental agencies in the fictional country of Framland which has requested NATO assistance under Article 4 of the treaty.
