    181215-N-MD802-1042 SUFFOLK, Va. (Dec. 15, 2018) Navy JROTC cadets from I.C. Norcom High School in Portsmouth, Virginia participate in a wreath-laying ceremony at the Albert G. Horton Jr. Memorial Veteran’s Cemetery. The event has been hosted by the Horton Wreath Society for 11 years to honor fallen service members.
