A U.S. Marine Corps Lieutenant Colonel speaks at a podium during an outdoor military ceremony aboard what appears to be a naval vessel. An American flag flies prominently in the background, and personnel from both the Marine Corps and Navy are visible. The setting and attire suggest a formal military event or ceremony at sea.
