Donna Phillips, able-bodied seaman, Washington State Ferries, is presented a Certificate of Merit from Capt. Michael Balding, deputy sector commander, Coast Guard Sector Puget Sound, in a ceremony aboard the motor vessel Kaleetan en route to Seattle, Dec. 3, 2018.

The Certificate of Merit was in recognition of Phillip's rescue efforts in response to a person in the water on Aug. 16, 2018.
