Filipino sailors unload Landing Craft (LC) 293 as they prepare for Cooperation Afloat Readiness and Training (CARAT) 2007, a bilateral exercise between the United States and Philippine armed forces. They will perform community work on the island of Basilan by setting up a Civic Action Project (CAP). CAPs provide supplies and personnel to support community needs with medical assistance, which will be staffed by Philippine and U.S. medical teams. The community construction projects are handled by Seabees from both countries. CARAT is a sequential, bilateral series of exercises with six Southeast Asia nations designed to build relationships and enhance the operational readiness of the participating forces.
