Robert Baughman, commander of Navy Expeditionary Forces Command Pacific and Task Force 75, delivers remarks during a Relief in Place/Transfer of Authority ceremony at Camp Shields in Okinawa, Japan, in which Naval Mobile Construction Battalion (NMCB) 3 received authority of the camp from NMCB-5.
