A military meeting is taking place at a conference table between what appear to be U.S. Army personnel and African military officers. Three soldiers wearing U.S. Army camouflage uniforms with American flag patches are seated across from two officers wearing dark uniforms with Rwanda flag patches. The setting appears to be a formal briefing or liaison meeting room.

U.S. Army Col. Doug Phillips, center, team officer in charge, 28th Combat Support Hospital, briefs Brig. Gen. Lapthe Flora, deputy commanding general for U.S. Army Africa, during MEDRETE 18-5 at the Rwanda Military Hospital, Kigali, Rwanda, Aug. 20, 2018. MEDRETE 18-5 is the first combined effort for a medical readiness training exercise between the Rwandan government and U.S. Army Africa. The exercise is part of a series of medical readiness training that U.S. Army Africa is scheduled to facilitate within various countries in Africa, and serves as an opportunity for the partnered militaries to hone and strengthen their general surgery and trauma skills while reinforcing the partnership between the countries.
