Alan Schrader, commanding officer of Naval Base Kitsap, right, presents Hilary Franz, the Washington State commissioner of public lands, his coin onboard Old Man IV after signing a restrictive easement to protect marine habitat and Navy operations space along 32 miles of Hood Canal’s eastern shore. The easement covers 2,485 acres of state-owned aquatic bedlands, and prohibits new commercial or industrial construction such as wharfs, piers, platforms, and structures.
