Alan Schrader, commanding officer of Naval Base Kitsap, center, Hilary Franz, the Washington State commissioner of public lands, left, and John Fabian, retired astronaut and co-founder of the Hood Canal Coalition, speak before signing a restrictive easement to protect marine habitat and Navy operations space along 32 miles of Hood Canal’s eastern shore. The easement covers 2,485 acres of state-owned aquatic bedlands and prohibits new commercial or industrial construction such as wharfs, piers, platforms, and structures.
