NORFOLK, Va. (Aug. 3, 2018) Adm. John M. Richardson, Chief of Naval Operations, awards Vice Adm. Joseph Tofalo, the outgoing commander of Submarine Forces, with the Distinguished Service Medal during a change of command ceremony aboard the Virginia-class fast-attack submarine USS Washington (SSN 787) in Norfolk, Va.
