NORFOLK, Va. (Aug. 3, 2018) Adm. John M. Richardson, Chief of Naval Operations, commends Vice Adm. Joseph E. Tofal, the outgoing commander of Submarine Forces, for his tireless effort in making the Submarine Force stronger during the change of command ceremony aboard the Virginia-class fast-attack submarine USS Washington (SSN 787) in Norfolk, Va.
