180726-N-IA915-1027 SAN DIEGO (July 26, 2018) Rear Adm. Dave Welch, commander, Naval Surface and Mine Warfighting Development Center (SMWDC), speaks with Cmdr. Emily Cathey, the littoral combat ship USS Independence (LCS 2) Commanding Officer. Welch discussed SMWDC's Warfare Tactics Instructor (WTI) program, including a soon to be added Mine Warfare (MIW) WTI program. Welch also toured the ship’s main spaces and spoke with ship leadership about LCS techniques, tactics and procedures. SMWDC is one of the Navy's five Warfighting Development Centers and its mission is to increase the lethality and tactical proficiency of the surface force across all domains.
