PANAMA CITY, Florida - Parachute Rigger 1st Class (AW) Timothy Gunter, an ordnance system operator assigned to Naval Surface Warfare Center Panama City Division, receives a flag letter of commendation signed by Division Technical Director Ed Stewart (SES) for helping a civilian in an emergency situation April 4, 2018.
