Guests at the commissioning ceremony of the Independence-variant littoral combat ship USS Manchester (LCS 14) listen to remarks given by Jack Blalock, mayor of Portsmouth, New Hampshire. Manchester is the 12th littoral combat ship to enter the fleet and the seventh of the Independence variant.
