Cadet Kevin Nicholas is being pinned the rank of 2nd Lt. during the commissioning ceremony by his mother and Brig. Gen. Deborah Y. Howell, the adjutant general, Virgin Islands National Guard, at the University of the Virgin Islands on St. Croix.
