Lt. Col. John Blackwell, New Horizons task force commander, addresses the audience during a ribbon cutting ceremony July 28, at the LTS IV School. Service members with the 820th RED HORSE Expeditionary Squadron built the school as part of New Horizons, a cooperative humanitarian mission between the Suriname government and the United States Southern Command to help improve the quality of life for the people of Suriname.
