Keifer Hinrichs, a title 5 employee of the North Dakota Air National Guard, performs quality control analysis of Jet-A fuel to make sure it meets U.S. Air Force standards as part of the delivery acceptance process at the North Dakota Air National Guard Base, Fargo, N.D., May 2, 2018. Hinrichs is also a Staff Sergeant in the 119th Wing, who was recently converted from Title 32 full-time National Guard military technician status at the organization to a Title 5 full-time federally managed civilian technician status.
