Naval personnel are handling large mooring lines on the deck of a U.S. Navy warship, likely during a departure or arrival evolution. The vessel appears to be a Ticonderoga-class guided-missile cruiser based on its superstructure design and phased-array radar panels. The crew members are dressed in dark Navy working uniforms and ball caps, actively coiling and managing heavy rope lines on what appears to be a helicopter deck.
