Three individuals dressed in Scottish Highland ceremonial uniforms, featuring blue military-style jackets, tartan kilts, and black feathered caps, stand in formation at what appears to be a marble columned building. One figure prominently holds a bagpipe adorned with an American flag. The setting and architecture suggest a formal ceremonial event at a government or memorial building.
