In a quiet moment before her shift begins, Nikki Ange, an environmental scientist with the U.S. Army Corps of Engineers’ Norfolk District, catches up on email from home. Ange, 25, a native of Chesapeake, Va., and one of about 300 USACE employees who volunteered to help with federal recovery efforts here, said she tries to spend about an hour a day finalizing the details for her September wedding.
