North Dakota National Guard soldiers and airmen set up trapbags in Minot, N.D., to act as flood barriers to the rising Souris River, June 23. The trapbag barrier is a secondary level of protection, which will allow some roads to remain open once the water exceeds the first level of flood levees in the coming days. The flood water is already over-topping the primary flood levees in some areas and predicted to rise many feet above the primary levees.
