Gen. James D. Thurman, Forces Command commander, and Carol Brooks, Maj. Gen. Vincent K. Brooks's wife, promote him to the rank of lieutenant general during a ceremony here June 3. After the promotion Lt. Gen. Brooks took command of Third Army during a change of command ceremony. "I am honored to return to this distinguished unit where I served earlier in my career and to have the privilege of commanding it as the next chapter of history begins," said Lt. Gen. Brooks.
