Stacey Whaley, Sevier County Geographical Information Systems director, speaks to members of Tennessee Silver Jackets at the city's emergency management center Jan. 25, 2018. She pointed out how the wildfires knocked out communications and that emergency responders had to utilize hard copy maps during search and rescue operations when wildfires devastated areas of Sevier County and city of Gatlinburg in November 2016. Silver Jackets is an innovative partnership where local, state and federal agencies facilitate flood risk reduction, coordinates programs, promotes cohesive solutions, synchronizes plans and policies, and ultimately provides integrated solutions.
