Spec. Jose Rivera of the Puerto Rico Army National Guard operates a High Mobility Engineer Excavator (HMEE) while clearing roads in the vicinity of Cayey, Puerto Rico. Rivera is with the 190th Engineer Battalion, which is based in Caguas, Puerto Rico.
